There are two main reasons why a user might not be able to sign up:
Your Steam profile is level 0
Your profile is private
To make your Steam profile public, do the following:
Go to your Steam profile
Press Edit Profile
Press Privacy Settings
Here you can switch your privacy settings from Private to Public 👀
Once you have done so, your screen should look like this ✅
